Planning & Zoning Meeting

April 8, 2008

Chair Loewen opened the Planning meeting at 7:05 p.m. He called for any changes or additions to the
Minutes of March 6, 2008. Supervisor Wicker/Chuck Froehling made a motion to accept the minutes as presented. Motion carried.

Minutes of the special held meeting for “The Preserve” on April 1, 2008 were reviewed. Supervisors Unterberger/Wicker made a motion to approve. Motion carried

With no Old Business Chair Loewen called for New Business.

Supervisor Loewen received a call from Scott Urdahl and an email came from Jennifer Buckentine, from environmental services, concerning a development called “Lake Louisa Hills 2nd Addition”. It was brought to the board’s attention the plat is proposing a road out of the development up to Maine Prairie Township Property instead of directly back to Co Rd 44. Since their spokesperson was not at the meeting it was decided to hold off any further discussion.

With no representative present for the plat discussion, Supervisors Unterberger/Wicker made a motion to recess the Planning & Zoning meeting. Motion carried.

Chair Loewen reconvened the Planning & Zoning meeting at 8:45 p.m. Plat representative Bernie Miller, came before the board to present an explanation of the “Lake Louisa 2nd Addition” Plat. Miller explained that he had been working with Scott Urdahl and Stearns Co Environmental Services. Miller explained the outlet road design allows for future development by the neighboring Maine Prairie property owner. The Supervisors wanted to know why a cul-de-sac was not part of the design plat instead or why the road did not extend back to CO RD 44 as an outlet road. Miller explained the County may be thinking that Rice, the neighboring owner, might be the next to develop. This plat was drawn with that in mind. Miller also noted the County does not want another outlet road onto CR 44.

The supervisors did not like the design. Supervisor Loewen noted his land is west of Rice's and stated "not in his lifetime would he see his land split by this road." The proposed road also is adjacent to City of Kimball's waste treatment facility and extends through land they irrigate as part of the treatment process. Furthermore, it is important to note the City of Kimball has not yet made a decision as to where future extension of their waste treatment facility will occur. But it will occur on property they already own.

The supervisors acknowledged the efforts Mr. Urdahl has made with Environmental Services and the Clearwater River Watershed District. The supervisors were in agreement that Mr. Urdahl has spent a

great deal of money on legal fees and engineering costs. They are also aware that Fair Haven Township has already approved the plan. In consideration of these facts, and noting Maine Prairie Township Supervisors do not support the proposed future road, Supervisors Loewen/Unterberger made a motion to put our stamp of approval on it. With a nay vote from Supervisor Wicker, the motion passed.

Supervisors Unterberger/Wicker made a motion to adjourn the Planning and Zoning meeting. Motion carried.
