Maine Prairie Township Special Meeting
April 22, 2010
 
Chair Wicker called the meeting to order at 7:00 p.m. with the pledge to the flag.
 
Dust Coating:  The board reviewed the road usage and road counter reports, the decision was to dust control a total of 12 miles of complete roads.  The roads are: Dellwood (2 miles), 66th Ave (3 miles), 120th St (3 miles), 145th St (1.5 miles), 175th & 126th by Goodner Lake (1.25 miles) and 131st & Edom Rd (1.25 miles).  With the other residents applying for dust control, it was a board decision to apply 14 miles of road with calcium chloride.  As the board was reviewing some of the road count totals, there was a concerned that the counters were read wrong.  The decision was to put the road counters back on some of the roads to see if the counts were accurate. 
 
Clerk Harff will complete the contact with an application of calcium chloride deadline of May 31st.  She will have a May 14th deadline for replies from the residents.  Chair Wicker said Tri City Paving would match the price of Dustcoating Inc. at $.504.
 
List of roads that need graveling:  Haus Rd to Grand Lake Rd, 121st Ave N of Co Rd 148, Eclipse Rd, 123rd and 113th as needed.  The discussion was to work on a 3-4 year rotation for applying gravel onto roads.  This discussion was tabled for the next meeting. 
 
Crack Seal and Seal Coating:  Roads discussed for upcoming crack sealing and seal coating were: 150th St (1.25 miles), 163rd St (1.25 miles), 190th (1 mile), 180th St by Goodner Lake (.75 miles), Casson Rd (1.5 miles) and 93rd St (2 miles).  The discussion was not to be able to do them all, so a priority will need to be set up.   
 
It was decided to get quotes for 155th St for repair and applying textile on the frost heave, 83rd Ave from 135th St South about 100’needs a patch from tar breaking up.  It was suggested to meet with contractors on these roads April 30th at 3:00 p.m.  Dennis will contact Knife River, Mid MN, and Hardrives for quotes. 
 
Road Maintenance Bids:  Last year bids were reviewed.  A concern arouse on gravel hauling costs to the northern parts of the township.  Also noted new road mileage is 74.7 miles of road.  Clerk will get the legal into the paper.
 
Orderly Annexation:  The board felt it important to have a specific trigger point before any annexation can move forward.  Supervisor Loewen/Wicker made a motion to meet with the township Lawyer, Peter Thede at his office in St Paul on June 25th, 9:00 a.m.  Motion carried.  Clerk Harff will set up the appointment.
 
Clerk Harff gave the board papers concerning The Preserves upcoming request for a hunting preserve. 
 
Supervisor Loewen asked how the board felt on applying for the $3,000 in the park dedication funds to cover the cleanup of Willow Creek.  More information is needed first on what it is for, but the board felt it a good idea.
 
Supervisors Wicker/Kuechle made a motion to adjourn.  Motion carried.
