Maine Prairie Special Meeting
August 26, 2011

Chair Loewen opened the board meeting with the pledge to the flag. 
 
Members present: Dennis Loewen, Ron Kuechle, John Wicker, Chuck Froehling, and Clerk Terre Harff.
 
MOU Discussion:  The board reviewed the Rural Township permits the county issues and what ones the township issues.
 
The Board discussed that we should continue to in the same format and stay consistent as to what the board has approved before.
 
Rural Townsite
 
Permitted uses in Rural Townsite:   (Red - the township wants to permit or already is permitting)
    A)    Existing commercial and industrial uses, except the additions or expansions thereto shall be subject to the conditional use permit procedures set forth in Sections 4.8 of this ordinance and further subject to the performance and general development standards for conditional use set forth in Sections 6 and 7 of this Ordinance.
    B)    Antennas – Short wave/private transmitting, subject to the conditions of Section 7.27 of this Ordinance.  
    C)    Essential Services, Transmission Services and utility substations.

Question was how much assistance will the township get from the county?  Will the county require a permit if we took over these new permitting areas.  Would it be a double permitting or if the state permitting is involved would it be three different permits required? 
 
Road Concerns:  Greg Nystrom lives on Eclipse Rd, wants to know if they intend to patch 98th Ave.  It was suggested to add this to the September agenda
 
Crack Filling – Clerk Harff received a letter from Glieden’s bank.  She asked if the board would approve a partial payment.  They have over 35,000 lbs laid and are still not done.  With a delay because of the weather it was suggested to pay for the job done.   Supervisors Loewen/Wicker made a motion to pay what the bank requests.  Motion carried.
 
September meetings were reviewed:
            September 1st                  Town Hall Committee Meeting
            September 13th                Regular Board meeting
            September 22nd               Meeting to give information to the residents about a Town Hall

                   September 27th                Meeting with Heidi concerning the changes to the MOU.
 
Clerk Harff was asked to see if someone can come in from Michal Couri Law Firm to accept them as the new township attorneys.  With some road and MOU questions it would be time to seek some legal advice.  Since the first visit was free, all questions asked are free.  Some questions the township would like ask are:
            What service does the county need to provide if we take over permitting?
            If a driveway is in the right of way and they have culvert or drainage problems, who pays for the new culvert or fixes the driveway? (Is a policy needed for this?)
 
Chuck Froehling asked about the Thompson Insurance Co building grain bins or cementing.  Clerk Harff was asked to send a letter telling them they need to contact Chuck for a permit.
 
It was suggested to work on the road plan at the next meeting.  It was suggested to work with Heidi first and then start our road plan in October.  Clerk Harff was asked to see if Heidi can come into September 27th meeting.
 
Supervisors Loewen/Wicker made a motion to adjourn.  Motion carried.
