Maine Prairie Special Town Board Meeting
May 20, 2010
Chair Wicker opened the meeting at 6:30 p.m. with the pledge to the flag.
Town Board members present: Supervisors John Wicker, Dennis Loewen, Ronald
Kuechle, Clerk Terre Harff. Others present were Zoning Administrator, Chuck
Froehling, Randy Kraemer, 2 representatives from McCrossans, Betty Nystrom
Mancini, and Jim Orr.
Clerk Harff was asked to read the legal notice. It was noted that the
paper showed a hearing time at 7:15 p.m. in error. The legal on the
website was at 6:30 p.m. She added that she didn’t receive anything in
writing concerning this. Chair Wicker opened the hearing at 6:40 p.m.
The representatives from McCrossans explained why they needed the concrete
plant for Co Rd 27 in Meeker County. The concrete would be placed over
gravel as an experimental application. The sand and some rock would be
used from the Nystrom pit and the granite would be hauled from Waite Park.
They are requesting hauling hours 6:30 a.m. – 6:30 p.m. and setup at 6:00
a.m. with shut down at 7:00 p.m. They intend to haul with end dumps
that carry about 8500 cubic yards. The onsite water would be checked and
used if it passes; if not passing water would be hauled in from Stearns
Aggregate. They are looking at using about 7,000 tons (4500 yds) of
Sand and 3,000-4,000 yds of Rock.
The concrete road would be 6” deep with it placed on 1” of gravel. The
road would become a 9-10 ton road when done. The width of the road
would be 27.5’ wide with blacktop shoulders.
The Mid MN site will not work because the aggregate did not pass MNDOT
Specs. With it being a state project, it needs to meet state specs.
Supervisors were concerned about the roads they were going to travel.
Traveling roads would be 93rd Ave out of the pit and Powder Ridge Road to
get to Hwy 15, both being township roads. They were also asked about
the dust control.
Supervisors Loewen/Kuechle made a motion to allow the plant to be placed in
Nystroms pit with the conditions being: open hours at 6:00 a.m.-7:00 p.m.
with hauling hours from 6:30 a.m.-6:30 p.m., Dust control would be required,
and trucks could only haul on 93rd Ave and Powder Ridge Rd. Motion
carried.
Randy Kraemer talked about the need for gravel. Betty Nystrom Mancini
and Jim Orr came into the hearing about 7:10 p.m. It was explained how
there was an error in the paper on the start time but if they should have
any comment or wished to ask any questions they could. The project was
explained to them and acceptance of the permit was open for discussion.
Jim Orr asked where the waste concrete would be dumped. Randy
explained the waste could be crushed back into rock. Orr also asked
about the waste by-product. It was explained that it would be
contained and recycled. McCrossan reps explained that they would put
up a 16X20’concrete slab to place the cement processing plant on. The
slab would be removed once it was no longer useful in the pit.

Randy Kraemer apologized for not contacting the Nystrom family. He
felt it was his responsibility to make the contact. Betty Nystrom
Mancini found out about it by reading the legal in the paper. Kraemer
explained he will work with the family on any concerns they might have.
Chair Wicker asked if there were any other questions or comments.
With none, Supervisors Loewen/Wicker made a motion to adjourn the hearing.
Motion carried.
Chuck Froehling requested a copy of the MOU. Clerk Harff will handle it.
Supervisors approved the contract for Hendricks Sand and Gravel and asked
that Clerk Harff get it to them.
Supervisors Wicker/Loewen made a motion to adjourn the meeting at 8:15 p.m.
Motion carried.
