Maine Prairie Township Board Meeting
October 13, 2009
Chair Wicker opened the board meeting with the pledge to the flag.
Board members present: Supervisors Dennis Loewen, John Wicker, & Jim
Unterberger, Clerk/Treasurer Terre Harff, Deputy Clerk Bev Adolph was
absent. Others present Chuck Froehling, Ron Albers, Lonnie
Hendricks, Gene Mertens, Rodney Eken, Mr & Mrs Gettler, Mark Dockery and
Kurt Helgeson.
Chair Wicker called for any additions or corrections of the minutes.
With corrections noted on where the stop sign was asked to be located on
163rd, and noted that Supervisor Wicker has taken over the chairmanship
for the rest of the year of 2009. Supervisors Loewen/Unterberger
made a motion to accept the corrected minutes. Motion carried.
Chair Wicker called for the treasurer’s report. Supervisors
Wicker/Unterberger made a motion to approve treasurer’s report.
Motion carried. Clerk Harff informed the board with all the road
project bills in, the board should consider transferring money from
savings to checking. Supervisors Loewen/Wicker made a motion to
transfer $80,000.00 from money market to checking. Motion carried.
Old Business: Road projects – Cabana Circle with the Gettler’s
present, there concern was the thickness of the millings on Cabana
Circle. Supervisor Wicker did view the road and feels the millings
should be removed because there are too many. Supervisors
Loewen/Wicker made a motion to have our maintenance company removed the
millings. Motion carried. The millings will be stockpiled at
the Rod & Gun club to be crushed with gravel at a later date. Tim
Gettler asked that Class 5 be added to Cabana Circle after the millings
were removed.
163rd Ave – North side is raveling and Kevin Foster from Hardrives will
have it sealed with tack coating. He suggested relooking at it in
the spring.
Powder Ridge Road – Clerk explained she had not received the CC134
report so will not be able to pay the remainder of the bid price until
that is received. She will also need the road completion reports
signed by the supervisors. Clerk also received an additional bill
from Mid MN for the extra work done on Powder Ridge Rd. After
reviewing, it was decided to have Jerry from Mid Mn come to the next
meeting to review with the board.
Carnelian Lake Rd – The telephone pole was not moved as requested and
paid for. It was decided that it should be left as is and
Supervisor Unterberger will contact the telephone company for our money
returned. The 911 signs will need to be moved, and road signs need
to be put up. Supervisor Wicker did speak with JoAnn at the
sheriff’s office for more patrol on that road. If it is
unsuccessful, Co. Sheriff, John Sanner should be invited into a meeting.
Eclipse Road – Mike Palmershine contacted Supervisor Wicker to see if
they can have the Eastern part of the road vacated. Clerk Harff
will see what needs to be done to vacate part of the road.
Danzig Road – There were 5 of 7 T-Posts removed between Tadych’s and
Rohe’s. No damage was done.
Complaint 126th & 185th St – Randy Johanas said that a sign was moved to
the opposite side of the road and now people are cutting the corner
short. Supervisor Unterberger said the sign was moved because the
ground was too soft and the sign wouldn’t stay in place.
Supervisor Wicker will ask Johnanas to come into the meeting.
Clerk Harff asked for clarification as to the cost of the Mailbox
Support posts. Supervisor Unterberger put one up for John Messelt
and asked the clerk to bill him. Clerk Harff also purchased one
and had it put up by the County Hwy Dept.

Culvert on 113th St by Frank Krippner looks good.
New Business: Mark Dockery and Kurt Helgeson presented information
about the school levy and asked for the boards support. Election
is November 3rd.
Board of Appeals class is set for October 28th, 6:30 – 9:30, and
location at new county building in Waite Park. Supervisors
Unterberger and Wicker are up for renewal. Both will take the
class.
Clerk Harff read the letter and informed the board of the insurance
coverage from MATIT. Supervisors Loewen/Unterberger made a motion
not to change the coverage. Motion carried.
Clerk Harff received an email from the County about the Nuisance
Ordinance. They are asking for the opinion of the board if it
should be continued. With discussion, the board felt that there
was no carry through, they spent a lot of money to clean an area up and
did not enforce the ordinance and the area is now as bad if not worse
than before. Supervisors Loewen/Unterberger made motion to inform
the county that the board does not feel it is worth continuing with the
Nuisance ordinance. Motion carried.
Supervisor Wicker returned a call to Jerry Roering concerning the
Rockville detachment assessment for the Fire Hall and City Hall.
The City of Rockville felt the township should be doing the assessment
and collect the money, then pay out for the detachment residents.
Roering was checking with the State Dept of Revenue to see if that was
the proper way to handle it. Wicker spoke with Rena Weber and she
stated that she spoke with the State Dept of Revenue and she felt we are
legally responsible for collecting the money. Supervisor Loewen
made a motion to turn it over to Attorney Thede to get legal advice,
with further discussion it died with lack of second. Supervisor
Wicker/Loewen made a motion that we to do nothing until the end of the
week to see if the State gets back to Jerry Roering, then get legal
advice. Motion carried.
Road Agreement with Kingston Township – Supervisor Unterberger said that
he presented an agreement he drafted and their board agreed with just a
couple changes. Clerk Harff is not aware of this agreement.
Supervisor Wicker/Loewen made a motion to add gravel to 145th St, 120th
St and Balsam Rd. Motion carried. It was suggested that next
year they try to reclaim some road shoulders.
A culvert needs to be replaced on 123rd Ave by Jeff Asfeld. The
culvert is collapsed and 210th street washout is on our side of the
road. The township has enough culverts stored at Hendricks’ Sand &
Gravel, suggested that we should get quotes for culverts the first part
of next year.
Marking stripes in the road was discussed. It was suggested to get
quotes in the spring.
Clerk Harff reported that the township received $1,000.00 grant for
SCORE which is trash removal reimbursement.
Supervisors Unterberger/Wicker made a motion to approve the permits
submitted by Planning and Zoning. Motion carried
Supervisors Loewen/Wicker made a motion to approve the bills presented
with the exception of Hardrives and MidMN; also to pay Kingston Township
for the culverts on the line road. Motion carried.
