Maine Prairie Emergency Meeting
October 20, 2011
Supervisor Loewen opened the meeting with the pledge to the flag.
Board members present: Supervisors Dennis Loewen, Ron Kuechle, John
Wicker, and Terre Harff, Clerk. Others present Chuck Froehling,
Jack Schabel, Ron Wasmund, Dave & Sharon Classen, and Jim Unterberger.
Jack Schabel came before the board on behalf of Margaret Douglass on
Carnelian Lake. Margaret came before the board at the October 11th
meeting requesting boring under Carnelian Lake Road. Mike Couri
drew up a license agreement for Margaret. Margaret was concerned
about #7 in the agreement saying the pipe must be incased. Jack
explained that the pipe will be a 2” pipe going in at an angle that
would be bored about 270’ to reach the other property. He thought
that an encased pipe is not necessary. The pipe would be about 8
feet under the road and every year the pipe would be winterized. A
question was asked how a person would know if the pipe broke
underground. Jack explained that it would over-flow if the pipe
would break. He explained there is a basket that doesn’t allow
back flow. Jack explained that a tracer line will be
included. Supervisors Wicker/Loewen made a motion to remove the
one sentence from #7 that states the pipe needs to be encased under the
road. Motion carried. Clerk Harff was directed to make the
changes in the contract and contact Margaret for signatures.
Dave & Sharon Classen came before the board requesting to put their
septic drain field into a platted township drainage easement. The
county explained to Clerk Harff that this plat was developed in 1980 and
at that time, all plats had to include a drainage easement that is under
township control. Classen’s septic has failed and they need to put
in a new drain field but there were not many options as to locations.
The plan drawn up by Bernie Miller shows it was further from the lake
than the present drain field and it would be a pressurized basin.
Dave explained that he has received written permission from his
neighbor, Paul Steichen, to allow reduction of the setback requirements.
The only other option was to remove the present system and put new
material in. The county explained if they leave their old drain
field rest, the old one might come back up to 90%. Supervisor
Kuechle went out to review the area and he felt the new location would
make more sense because it is further away from the lake.
Supervisors Kuechle/Loewen made a motion to allow the septic drain field
to go into the drainage easement. Motion carried and a Certificate
of Compliance was issued.
Building inspector and Fee Schedule – Clerk Harff asked for information
from 3 different companies. They were: David Barsody from
Little Falls, Scott Galle with Mn Spect (Jim Smith, City of Kimball
inspector), and Ron Wasmund with Inspectron Inc (Gary, City of Rockville
inspector). She spoke with Ron Albers and he brought the permits,
site permits, and a fee schedule that he followed. Ron Wasmund
came to the meeting so the board questioned him on the process the
township faces. Chair Loewen explained that the township will need
an interim inspector until the board can adopt a fee schedule and review
the options the township has. With much discussion, Supervisor
Loewen/Wicker made the motion to ask Inspectron to be the township
interim inspecting company until the township can make the decisions
that need to be made. Clerk Harff had an inspection that needs to
be looked at right away. Chuck also had a contact for inspecting.
Supervisors Loewen/Wicker made a motion to have Ron Albers complete the
inspections to which he issued permits too. Motion carried.

Clerk Harff was asked to see if Mike Fricke can come into the November
8th meeting.
Chuck Froehling asked about what size building would not require a
building permit. Wasmund said 120 sq foot doesn’t require an
inspection. Whether the township requires a zoning permit, it
would be up to the township.
The board thanked Mr. Wasmund for attending the meeting and looked
forward to working with his company.
Clerk Harff asked if anyone was attending the county hearing for Feed
Lot/Flood Plain changes. Both Supervisors Kuechle and Wicker would
like to attend.
Supervisors Loewen/Kuechle made a motion to adjourn at 9:15 p.m.
