Planning & Zoning Meeting
February 8, 2011
 
Chair Wicker opened the Planning meeting at 7:05 p.m.  He called for any corrections or additions to the minutes.  Chuck Froehling/Supervisor Kuechle made a motion to approve the minutes.  Motion carried.
 
A call for Old Business:
 
Mark Hesse – Will not pursue his request for a road variance.   
 
John Adolph – The contract for boring under a township road was reviewed.  It was suggested to add  #5) “ Any and all damages to the road and it’s right of way will be the responsibility of the owner of the land.”  It will be discussed at the joint meeting with the City.  It is tabled for the next meeting.
 
A call for New Business:
 
MOU Updating – Heidi from Environmental Services of Stearns County came before the board to discuss changes in the MOU (Memorandum of Understanding) with the county.   Heidi explained with all the changes in the Ordinances, the reference pages are no longer numbered correctly.  The County is going to all the townships to see if any changes are needed so it can be all done at one time.  The board reviewed its MOU requirements compared with the county requirements.  Heidi explained the shoreland and feedlot controls are handled at the county level, but other than that if the township wants to require their ordinance stricter than the county, they will need to direct that in their MOU.  Heidi thought a MOU should be renewed every two years because of the ordinance changes by the county.  The suggestion was to review and further discuss this issue at the April meeting.  Heidi was thanked for coming and was asked to stay for the next item on the agenda. 
 
Regina Fox – Preliminary Plat – Fox had gone to the county and was directed to have the plat be accepted at the township level first.  She explained that her ex-husband, Ben Fox and she had an 80 acre piece of property that Ben had his business on and they built a new home on.  The old home by the business was removed.   They are trying to split up the 80 acres and have the house and 10 acres be in one plat and the 70 acres with the business separated.   The county did explain that it would be listed as a non-buildable lot because the zoning is A80 and the building entitlement would be transferred to the 10 acre piece of property.  Heidi explained that it mainly is to transfer the lots into the appropriate names and to establish where the building entitlement is.  Supervisor Wicker/Kuechle made a motion to accept the preliminary plat as drawn.  Motion carried.   
 
Permits were reviewed, Supervisor Loewen/Kuechle made a motion to accept the permits presented.  Motion carried
 
Supervisor Loewen/Wicker made a motion to adjourn the Planning & Zoning meeting at 7:45 p.m. Motion carried.
