Planning & Zoning Meeting
March 1, 2011
 
Chair Wicker opened the Planning meeting at 7:05 p.m.  He called for any corrections or additions to the minutes.  Chuck Froehling/Supervisor Kuechle made a motion to approve the minutes.  Motion carried.
 
Old Business:  Adolph Easement, John Adolph met with the City of Kimball council to have some changes made to the easement presented to him.  Adolph has a 10 year lease for the land in question so he was concerned about the 5 year renewal.  Another concern was his heirs would be in charge of removing the pipe if something should happen to him.  The City will be making changes in the easement and this will be presented to the township for signatures.  Supervisors Loewen/Wicker made a motion to accept the changes.  Motion carried.  Adolph said the city requested that the township be in charge of the inspections. 
 
John Adolph also stated he need a permit for grain bins and cement slabs.  He was asked to speak with Chuck Froehling, Zoning Administrator.
 
New Business:  Judd Bonham came before the board requesting a full time liquor license for the Kimball Golf Course.  Judd explained that the golf course has been a bottle club for some time, they also serve food.  Judd explained he can’t have both a bottle license and a liquor license.  He felt that he would have more control of how much liquor is served and when he has out of town people come, most do not know it is just a bottle club.  Supervisors Kuechle/Wicker made a motion to approve the full time liquor license.  Motion carried.
 
Ron Albers contract is up for review:  Clerk Harff explained that his yearly contract has not been renewed since 2007.  Albers was asked about the process of getting a permit.  Albers explained that he reviews the plans if it is a new home, issues a permit that is in the form of a card which is supposed to be displayed.  It is marked on the card each phase of the construction that needs inspecting and when the work is inspected they can proceed onto the next step of construction.  Albers keeps a log of each step of construction.  Albers explained he has 24 hours to get it inspected.  The problem is not all the contractors are calling him to inspect when they complete a phase of the project.  He said if they do not call him, he does not know if the work is completed.    Albers doesn’t believe it is his job to “baby-sit” the contractors.  Supervisor Loewen is asking how we can solve this.  He stated the township could require a held check or a bond that needs to be held until the final inspection or a fine could be added to the inspection cost.  Supervisor Loewen asked this be placed on the April agenda for some type of solution.  Supervisors Loewen/Kuechle made a motion to accept Albers contract to be renewed next year at this same time.  Motion carried. 
 
Jody Mackereth – Jody spoke with Supervisor Wicker requesting the gravel mining permit process for the old Mid MN site on Hwy 15/150th street;  also known as the Zutz pit.  With Jody out of town, no action can be taken until the April meeting. 
 
Ida Schaeffer final Plat:  Dan Kron asked to be placed on the March agenda.  Since the meeting was changed to March 1st, he could not get the paperwork done by that time.  He then asked to be placed on the next meeting agenda the township has. 
 
Supervisors Kuechle/Loewen made a motion to adjourn.  Motion carried.
