May 10, 2016
Planning and Zoning meeting opened at 7:00 p.m.
Motion by Zoning Administrator Froehling/Supervisor Kuechle to approve the April 12, 2016, Planning and Zoning meeting minutes. All in favor, motion passed.
New Business:
Public Hearing – Knife River: Chair Wicker opened the public hearing with Clerk Hunt reading the legal notice published in the Tri-County News on April 28th and May 5th notifying residents of the hearing. There were no calls or letters received concerning this legal notice. Chair Wicker called on Mark Magnuson to review what they are proposing for this site. Magnuson explained that Knife River is proposing to place a temporary asphalt mixing facility on site for various projects in the area. No structures will be built and all equipment is portable and on wheels and will be moved off site when asphalt mixing operations are completed. Magnuson also stated that as of current they have two jobs but may pick up a few more. He anticipates the entire operation taking less than two weeks with a one day set up and tear down.
A question was posed regarding weed control. Magnuson assured residents the weeds would be sprayed. Hours of operation were discussed. Supervisor Loewen/Chair Wicker made a motion to close the public hearing at 7:07 p.m. All in favor, motion carried. Board discussion: After Board discussion, there were no further comments. Hearing reopened. Motion by Supervisor Kuechle/Zoning Administrator Froehling to grant the Interim Use Permit to Knife River Corporation with the conditions as set forth in the permit. All in favor, motion carried. Supervisor Loewen/Supervisor Kuechle made a motion to adjourn the hearing at 7:10 p.m. All in favor, motion carried. This permit expires 12/31/2016.
Tim & Lori Rice – Land Split: Lori Rice was present with Attorney Tom Zipoy to request approval to split 35.4 acres off a 39.6 acre parcel to be put into trust for estate planning purposes. Motion by Supervisors Loewen/Kuechle to issue a Certificate of Compliance to Tim and Lori Rice for this split. All in favor, motion carried.
Zoning Administrator Froehling presented four (4) permits for approval as follows:

Anthony Segale | 18’ X 25’ Garage | $50.00 |

Motion by Supervisor Kuechle/Zoning Administrator Froehling to approve permits as presented. All in favor, motion carried.
There were Three (3) county permits issued and reviewed.
- Paul Steichen – 16’ X 24’ Garage w/8’ sidewalls
- Anthony Segale – 28’ X 30’ Cabin
- Anthony Segale – 18’ X 25’ Garage
Motion by Supervisor Loewen/Chair Wicker to approve County permits as presented. All in favor, motion carried.
There being no further business, Motion by Supervisor Loewen/Chair Wicker to adjourn Planning and Zoning at 7:18 p.m. and reconvene to Board meeting. All in favor, motion carried.
