Sign Reflectivity Policy

SIGN RETRO REFLECTIVITIY ASSESSMENT AND MANAGEMENT POLICY
INTRODUCTION
The MN MUTCD requires all agencies to establish an assessment or management method that is designed to maintain sign retro reflectivity at or above minimum levels specified in MN MUTCD table 2A-3. The assessment or management method must be established by January 22, 2012.
By January 22, 2015, all agencies must comply with the new retro reflectivity requirements for all regulatory signs (such as Stop and speed limit signs), yellow “warning” signs and green/white “guide” signs (including street name signs).
By January 22, 2018, all agencies must comply with the new retro reflectivity requirements for overhead guide signs and all street name signs.
APPLICABLE SIGN
This policy applies to all traffic signs on township maintained roads except the following:
- Parking, Standing, and Stopping signs (R7 and R8 series)
- Walking/Hitchhiking/Crossing signs (R9 series, R10-1 through R10-4b)
- Adopt-A-Highway signs
- All signs with blue (motor services) or brown (recreational) backgrounds
- Bikeway signs that are intended for exclusive use by bicyclists or pedestrians
ASSESSMENT METHOD
Maine Prairie Township has selected Measured Sign Retro reflectivity as its Assessment Method. All township signage has been inventoried and retro reflective measurements were taken on applicable signs using a Road Vista 922 Retro reflectometer. This work was performed by a consultant, Anderson Passe & Associates, P.A.
All applicable signs that are below the minimum levels of retro reflectivity or are made of non compliant sheeting material as specified on MUTCD table 2A-3 will be replaced prior to the appropriate mandate deadline.
MANAGEMENT METHOD
Maine Prairie Township has selected the Expected Sign Life Management Method. The expected life of a sign will be based on the length of the manufacturer’s warranty period and begin on the date of installation. Signs will be marked to indicate the month and year of installation.
All signs will be furnished and installed per MN MUTCD guidelines.
MODIFICATION AND DEVIATION FROM POLICY
The Township Board reserves the right to modify this Sign Retro reflectivity Assessment and Management Policy if deemed to be in the best interest of the township, including a change in the resources available to the Township. Any deviation from the implementation of this policy shall be documented in a written record stating the reason for the deviation and other information supporting the deviation. The deviation shall be reported to the Township Board who shall consider whether this policy should be amended.
