Board Meeting Minutes
Maine Prairie Township
June 14, 2016
Attendees: Chair Wicker, Supervisor Kuechle, Supervisor Loewen, Zoning Administrator Froehling, Clerk/Treasurer Hunt, Deputy Clerk Robinson, Joe Hendricks & (See signature list attached).
The meeting was called to order at 7:00 p.m. by Chair Wicker with the pledge to the flag.
Planning and Zoning meeting opened at 7:00 p.m.
Board meeting reconvened at 7:45 p.m.
Motion by Supervisors Kuechle/Loewen to approve the May 10, 2016 Board Meeting Minutes. All in favor, motion carried.
Motion by Zoning Administrator Froehling/Supervisor Kuechle to approve May 24th Special Meeting Minutes with correction, eliminating “due to the risk of hampering growth of small farm operations.” All in favor, motion carried.
The Treasurer’s report was reviewed.
Ten (10) claims were presented for approval and payment for the month of May in the amount of $93,356.26 (see claims list attached). In addition one (1) claim in the amount of $33,017.25 was also paid to Tiny’s Trucking. Receipts for May totaled $$6,738.19. Motion by Chair Wicker/Supervisor Loewen to approve the Treasurer’s report subject to Audit and pay claims as presented. All in favor, motion carried.
New Business:
Approve Primary and General Election Judges List: Chair Wicker moved to approve the primary and general election judges list. Seconded by Supervisor Loewen. All in favor, motion carried. (See judges list attached).
Letter to Stearns County Board of Commissioners/Larson Feedlot CUP: Supervisor Kuechle moved to rescind the letter to Stearns County Board of Commissioners regarding the Caesar Larson Conditional Use Permit to construct a feedlot. Seconded by Chair Wicker. All in favor, motion carried.
2016 Road Projects: The 2016 road projects were discussed. 137th Street and Badger Road will not be included in 2016 road projects. The preliminary boring results for 83rd Avenue were received from Independent Testing Technologies. According to the preliminary report silty clay was found just under the pavement and aggregate in all of the borings except one and sands and gravel were encountered at 4-6 feet. There was some Board discussion on possibly taking out pieces of tar and putting in class 2 gravel. Supervisor Loewen to follow up with the engineer from Independent Testing Technologies to get opinions and recommendations on how to move forward. More discussion to follow at the July 12th Board meeting.
Road counters were also discussed. Supervisor Loewen moved to purchase two (2) more road counters. Seconded by Supervisor Kuechle. All in favor, motion carried.
Old Business
Maine Prairie Twp/City of Kimball Shared Road Agreement: Clerk Hunt to send a new agreement to the City of Kimball defining current ownership of the shared roads involved.
Dust Control: Dust control has been completed. A total of $7,226.40 has been received from residents who have requested dust control. Dust control on Dairywood Road was discussed. In the future, residents living south of the gate on Dairywood Road will pay 100% of the cost for dust control.
Weed Spraying: Weed Spraying has been completed. Supervisor Kuechle and Bob Dunning, Stearns County Agricultural Inspector, will follow up with weed tours.
Discussion Items:
The special meeting on Tuesday, June 28th regarding Road Standards is postponed until a further date.
Clerk Hunt to order 911 sign for Randy Meierhofer – 17240 133rd Avenue, Watkins.
A notification was sent from Cold Spring Brewing Company notifying the Township of Industrial-By-Product pit approval to transfer Industrial-By-Product (IBP) from the Wastewater Treatment Facility at the Cold Spring Brewing Company to said Manure Storage Structure located at 14640 County Road 48 in Kimball (John Donnay).
There being no further business, motion by Supervisors Loewen/Kuechle to adjourn the Board meeting at 9:15 p.m. All in favor, motion carried.
