Board Meeting Minutes
Maine Prairie Township
January 12, 2016

Attendees: Vice-Chairman/Supervisor John Wicker, Supervisor Dennis Loewen, Clerk/Treasurer Hunt, Deputy Clerk Robinson, Joe Hendricks, Ron Fick, Steve Maus and Jim Wagner. Absent: Chuck Froehling, Zoning Administrator and Chairman Ronald Kuechle.

The meeting was called to order at 7:00 p.m. by Vice-Chairman Wicker with the pledge to the flag.

Planning and Zoning meeting opened at 7:00 p.m.

Board meeting reconvened at 7:17 p.m.

Motion by Supervisors Loewen/Wicker to approve the December 8, 2015 Board meeting minutes. All in favor, motion carried.

The Treasurer’s report was reviewed.
Motion by Supervisors Loewen/Wicker to approve the Treasurer’s report subject to audit. All in favor, motion carried.

Six (6) claims were presented for approval and payment for the month of December in the amount of $58,211.47 (see claims list attached). In addition, payroll expenditures for the quarter ending December 31, 2015, were approved and paid in the amount of $5,599.63. Receipts for December totaled $265,060.39.  Motion by Supervisors Loewen/Wicker to pay claims as presented.  All in favor, motion carried.

A brief discussion was held regarding the upcoming 2017 budget and levy reporting and the yearly audit on January 25th. Further discussions will be held at the February 9th and March 1st Board meetings.

Due to the Annual Meeting falling on the same day as the monthly Township meeting, motion by Supervisors Loewen/Wicker to move the March Planning and Zoning and Board Meetings to Tuesday, March 2, 2016. All in favor, motion carried.

New Business:
Steve Maus – School Bond Issue: Steve Maus and Jim Wagner, Superintendent of Kimball Public Schools, gave a presentation on the February 5th election for the school bond issue which includes the renovation of science and wood shop rooms, along with added space for a new weight room/fitness center and concession stand.

Absentee Ballot Board Resolution 2016: Motion by Supervisors Loewen/Wicker to accept Resolution No.2016-01 appointing Absentee Ballot Board for March 8, 2016 Township Election. All in favor, motion carried.

Tri-County Humane Society Contract: Motion by Supervisors Wicker/Loewen to enter into the Humane Society agreement, but to exclude cats and other domestic animals from the agreement. All in favor, motion carried.

Roads Standards Policy: Deputy Clerk Robinson will put together information for further discussion at the February 9, Board meeting.

Approve Election Judges – Twp Election/March 8, 2016: Motion by Supervisors Wicker/Loewen to approve Alice Robinson, Beverly Adolph and Marlene Kunkel as Election Judges for the Township Election on March 8, 2016. All in favor, motion carried.

Old Business:
Snow Plowing/Review Snow Plowing Quotes: Hendricks Sand & Gravel will resubmit snow plowing quotes for snow removal work for the 2016 winter season, to be opened at the February 9, 2016 Board meeting.

Stearns County Extra:  Hardrives has an additional claim for extra work that was performed on 202nd Street and 163rd Street, Road Improvement Projects in the amount of $9420.00. Additional reclaiming on 163rd Street totaled $3000.00 and additional reclaiming and blading work on 202nd Street totaled $3000.00 and $3,420.00, respectively. Motion by Supervisors Loewen/Wicker to approve the additional claim of $9,420.00. All in favor, motion carried.

Discussion Items:
Resignation, effective 1/1/2016, was received from Deputy Treasurer Joan Nystrom.

MATIT Workers Comp Audit due January 31, 2016.

Notary Stamp – Clerk/Treasurer Hunt to use Ex Officio stamp.

Supervisors Loewen and Wicker to complete Board of Appeals Online Training before January 31, 2016.

Beginning on January 1, 2016 the standard mileage rate set by the Federal Government is $.54/mile used to calculate the deductible costs of operating an automobile for business.

There being no further business, motion by Supervisors Loewen/Wicker to adjourn at 9:10 p.m. All in favor, motion carried.
